Ah ha, but that's not the whole picture. The tables show the speed of streaming content. If you look at the download speed, it's still at >2 meg. They're profiling traffic and prioritising the downloads over the streams because their backhaul network doesn't have enough capacity. Well that's my theory (and the conclusion of some online forums).

That looks like congestion on your exchange/Tiscali's network in your area rather than traffic shaping...
